水资源与产业高质量发展:政策演进、互动机理及发展路径

Water Resources and High-quality Industrial Development:Policy Evolution,Interaction Mechanism and Development Path

产业发展布局与水资源安全格局的不相协调制约着我国经济社会的可持续发展,如何通过有效的水资源管理来破解资源环境约束,促进产业高质量发展是当前研究的重点问题。本文通过回顾我国不同阶段治水思路与政策演进历程,系统探究水资源与产业间的互动机理,研究发现:水资源是产业发展的基础,但不合理的产业结构和发展布局会对水资源安全产生胁迫影响,不利于水资源的可持续利用;水资源管理制度是协调水资源与产业发展的关键纽带,水资源管理制度对产业发展的约束和导向作用,会进一步驱动产业结构向与水资源相适应的形式调整。未来研究应将水资源刚性约束制度纳入产业高质量发展的理论体系,以“四水四定”引导产业结构进一步优化调整,从而实现水资源保护与产业高质量发展“共赢”。

The incompatibility between industrial development layout and water resource security pattern seriously restricts the sustainable development of China's economy and society.Therefore,how to effectively solve resource and environmental constraints through water resource management and promote the high-quality development of industry is a key issue in current research.By reviewing the evolution of water control ideas and policies in different stages of China,this paper systematically explores the interaction mechanism between water resources and industries.The study finds that water resources are the basis of industrial development,but unreasonable industrial structure and development layout will have a stress on water resource security,which is not conducive to the sustainable use of water resources.The water resource management system is the key link to coordinate water resources and industrial development.The constraint and guiding role of the water resource management system on industrial development will further drive the industrial structure to adapt to the form adjustment of water resources.Future research should incorporate the rigid constraint system of water resources into the theoretical system of high-quality industrial development,and guide the optimization and adjustment of industrial structure with"four waters and four determinations",so as to achieve a"win-win"situation between water resource protection and high-quality industrial development.
