中国高等教育高质量发展效率的实证研究——基于SBM-Malmquist指数模型

An Empirical Study on the Efficiency of High-Quality Development of Higher Education in China:Based on SBM-Malmquist Index Model

基于2017—2021年的省级面板数据,利用SBM—Malmquist指数模型对中国31个省(自治区、直辖市)的高等教育高质量发展效率进行静态与动态分析。结果表明:我国高等教育高质量发展效率整体处于中上水平,区域效率存在差异,表现为“中部>东部>西部”特征;从全国视角出发,高等教育高质量发展全要素生产率是由技术进步决定的;从区域视角出发,东西部地区全要素生产率的提高主要得益于技术进步,中部地区受技术效率和技术进步的共同影响,表现为“东部>西部>中部”特征。为推动我国高等教育高质量发展,需要从优化区域布局结构、推动科学技术进步、改善投入产出结构三个方面着手。

Based on the provincial panel data from 2017—2021,the SBM-Malmquist index model is used to analyze the static and dynamic efficiency of high-quality development of higher education in 31 provinces(autonomous regions and municipalities)in China.The results show that:the efficiency of high-quality development of higher education in China is at the middle-upper level,and there are differences in regional efficiency,which is manifested as"central>eastern>western";from the national perspective,the total factor productivity of high-quality development of higher education is determined by technological progress;from the regional perspective,the increase of total factor productivity in the east and west is mainly due to technological progress,and the increase of total factor productivity in central and western regions is mainly due to technological progress.From a regional perspective,the increase in total factor productivity in the eastern and western regions is mainly due to technological progress,and the central region is affected by the joint influence of technical efficiency and technological progress,which is manifested as"East>West>Central".In order to promote the high-quality development of higher education in China,it is necessary to optimize the regional layout structure,promote scientific and technological progress,and improve the input and output structure in three aspects.
