基于秩和比法评价我国西部地区中医类医院中医药人力资源配置

Evaluation of Traditional Chinese Medicine human resource allocation in Traditional Chinese Medicine hospitals in Western China based on the RSR method

目的:评价西部地区中医类医院中医药人力资源配置的现况和公平性,进一步合理优化配置西部地区中医类医院中医药人力资源。方法:通过查阅2017-2021年《全国中医药统计摘编》,运用集聚度和秩和比法对执业(助理)医师、中医执业(助理)医师、药师和中药师进行综合评价分析。结果:从中医药人力资源集聚度与人口集聚度的比值来看,仅有内蒙古、甘肃、青海和宁夏的各项指标基本>1;Probit与RSR的回归方程为RSR分布值=0.258×Probit值-0.789(R^(2)=0.984;F=481.401,P<0.001);结合RSR法最佳分档原则,西部地区12个省市可以分为少、相对较少、中等、相对较多、多5档。结论:西部地区中医类医院中医药人才总量较好,但地区间差异较大,应注重中医与中药师比例,提高中医药人才队伍素质。

Objective:To evaluate the status and fairness of human resources allocation of traditional Chinese medicine in western area hospitals,so as to rationally allocate human resources of traditional Chinese medicine hospitals in western areas.Methods:By referring to the National Statistical Extracts of Traditional Chinese Medicine(2017-2021),a comprehensive evaluation and analysis of licensed(assistant)physicians,licensed(assistant)physicians of traditional Chinese medicine,pharmacists,and traditional Chinese medicine pharmacists were conducted by agglomeration degree and rank-sum ratio method.Results:From the perspective of the ratio of the degree of concentration of human resources in TCM to the degree of population concentration,only Inner Mongolia,Gansu,Qinghai,and Ningxia have indicators basically>1;the regression equation of Probit and RSR is RSR 2 distribution value=0.258×Probit value-0.789(R^(2)=0.984;F=481.401,P<0.001);combined with the principle of optimal grading by the RSR method,the 12 provinces and cities in the western region can be categorized into 5 grades:less,relatively less,medium,relatively more,and more.Conclusion:The total number of TCM talents in TCM-type hospitals in the western region is better,but there is a big difference between regions,which should focus on the ratio of TCM doctors and TCM pharmacists to improve the quality of TCM talents.
