突发传染病疫情期间优化区域医疗服务提供方式分析研究

Analytical study on optimizing regional medical service delivery during outbreaks of infectious disease

目的:分析2019-2021年深圳市医疗卫生机构整体运营情况,针对医疗卫生行业在应对突发传染病疫情时存在的问题提出建议,为相关行业提供参考与借鉴。方法:收集2019-2021年深圳市卫生健康统计数据,采用描述性统计分析和时间序列前后对比分析的方法,探析突发传染病疫情对医疗卫生行业的影响,并对下一阶段的运营管理提出建议。结果:2019-2021年深圳市医疗卫生资源整体逐年增加,卫生投入规模持续增长,卫生防病工作成绩显著,妇幼保健成果基本稳定,诊疗业务在疫情初期受到较重影响,部分医疗费用逐年升高,基层医疗卫生水平不断增强。结论:在应对突发传染病疫情时,建议卫生行业人员提升应急处理能力、积极开展“互联网+医疗”诊疗模式,医疗卫生机构提升运营管理能力、完善绩效考核制度、保障人员待遇、加强成本管控、拓展资金渠道,行政管理部门给予适当政策支持、加快推进分级诊疗制度、及时足额拨付医保资金、酌情组织社会捐赠,持续提升基层医疗卫生服务水平。

Objective:To analyze the overall operation situation of medical and health institutions in Shenzhen from 2019 to 2021,and put forward brief strategies and suggestions for the existing problems or weaknesses of the health industry in dealing with the outbreak of infectious diseases,so that the competent departments and practitioners can understand the status quo and development trends of the industry,and provide decision-making reference for administrators.Methods:Collect the health statistics from 2019 to 2021 published on the official website of Shenzhen Municipal Health Commission,analyze the impact of emergency infectious diseases on the medical and health industry by descriptive statistical analysis and time series comparative analysis,and put forward brief strategic suggestions for the operation and management of the next stage.Results:From 2019 to 2021,the overall medical and health resources of Shenzhen have increased year by year,the scale of the health investment has continued to grow,the health and disease prevention work has achieved remarkable results,the maternal and child health care achievements have been basically stable,the medical service was seriously affected at the initial stage of the epidemic,some medical expenses have increased year by year,and the level of grassroots medical and health care has been constantly enhanced.Conclusion:When responding to outbreaks of infectious diseases,it is recommended that health industry personnel improve their emergency response capabilities,actively develop the"Internet+Medicine"model of diagnosis and treatment,that medical and health institutions improve their operational and management capabilities,improve their performance appraisal systems,safeguard their personnel's treatment,strengthen their cost control,and expand their funding channels,and that the administrative departments give appropriate policy support,accelerate the promotion of the hierarchical medical system and treatment system,disburse the funds for medical insurance in a timely manner and in full,and organize social donations as appropriate to continuously improve the grass-roots level of health-care services.
