加强政治引领是新时代高校思想政治工作的首要职责,提升政治引领力是强化政治引领的关键节点。政治引领是高校党组织与师生发展良性政治引领关系的互动过程,是高校党组织政治引领良性发挥与高校师生政治生活良性发展的辩证统一。高校政治引领力涉及政治意识、政治情感、政治信仰和政治行为四个层面,包括引领能力、引领合力和引领效力三个环节。当前实践中,高校政治引领能力要素的系统集成、引领合力汇集的优化协同、引领效力落地的评估反馈构成制约高校政治引领力提升的主要阻抗。对此,需要以能力链集成和情境性运行增进政治引领能力提升,以一元化领导和专业化协同推进政治引领合力提升,以制度治理和文化浸润保障政治引领效力提升。

Reinforcing political leading is the primary mission of university ideological and political work and promoting political leading power is the critical point.University political leading is not only the dialectical unification of university party organization's effective exercises and teachers and students'constructive progress,but also the interactive process of leading relationship development.University political leading power concerns the four levels of political awareness,political emotion,political belief and political behavior,including the leading ability,joint forces and efficacy.The present main resistance against the promotion of university political leading power includes the integrating of the political leading power elements,the collaboration of the joint forces and the assessment of the political leading efficacy.Therefore,it is necessary to enhance the political leading capacity through capacity chain integration and situational operation,to boost the joint forces by centralized leadership and professional collaboration and to safeguard the efficacy through institutional governance and cultural immersion.
