摘要
蚁患问题严重威胁水利工程的安全运行和防洪安全。浙江省坚持问题导向、目标导向和结果导向,常态化开展水利工程蚁患防治。分析了浙江省以压实分级管理责任,完善制度标准体系、加大防治经费投入推动新技术研发应用为抓手,多措并举推进蚁患防治常态化的工作实践。在此基础上,总结了强化思想认识、细化制度规范、坚持防早治小、强化队伍建设的经验启示,并提出新时代水利工程蚁患防治实施“六个一”举措、建立健全蚁患防治长效机制,优化防治工作体系、全面提升蚁患防治整体质效,强化科技创新赋能、大力推广应用绿色防治技术的工作思路,以供借鉴参考。
Termite infestations seriously threaten the safe operation and flood control of water structures.Zhejiang Province adheres to a problem-oriented,goal-oriented,and results-oriented approach to address this issue through the regular implementation of termite prevention and control measures for water structures.This study analyzes Zhejiang Province’s comprehensive strategies for normalizing termite prevention and control,which involve strengthening the institutional and mechanistic aspects of termite prevention and control,refining regulatory standards,promoting the research,development,and widespread application of new prevention and control technologies,and enhancing the capacity of the prevention and control workforce.Drawing insights from practical experiences and lessons learned,the study emphasizes the importance of raising awareness,formulating detailed norms and regulations,early and proactive prevention measures,and robust workforce development.Furthermore,the study presents a“six approach”for termite prevention and control in the contemporary era.This approach includes the establishment of a sustained mechanism for termite prevention and control,optimizing the prevention and control system,enhancing overall quality and efficiency,fostering technical innovation and extension,and actively promoting environmentally friendly termite control technologies.These strategic guidelines aim to serve as a valuable reference for those seeking to enhance their termite prevention and control practices.
