河池市用水总量指标调整方案研究

Study of total water consumption index adjustment scheme for Hechi City

实行最严格水资源管理制度以来,河池市各县(区)均能满足用水总量控制目标的约束要求。但随着河池市政府正式迁入宜州区、龙江河谷灌区等重大项目前期工作推进以及经济社会发展空间和产业布局优化完善,河池市用水总量控制指标需进一步作动态分析研究。基于全市用水现状,结合各县(区)需水预测,研究提出河池市用水总量控制指标分解调整方案,可使用水总量控制指标更符合各县(区)水资源禀赋和承载力、经济社会可持续发展,保障城乡居民饮水安全、经济社会用水安全和生态安全。

Since the implementation of the most stringent water resources management system in China,all counties(districts)in Hechi City have been able to meet the constraint requirements of the total water use control target.However,with the official relocation of the Hechi municipal government to Yizhou District,with the advance of the preliminary work of major projects such as Longjiang River Valley Irrigation Zone Project,and with the optimization and improvement of the economic and social development space and industrial layout,the total water consumption control index of Hechi City requires further dynamic analysis and study.Based on the current situation of water use in the city,combined with the water demand forecast of each county(district),the decomposition and adjustment scheme of the total water consumption control index of Hechi City is studied and proposed,so as to have the total water use control index be more in line with the water resources endowment and carrying capacity of each county(district),the sustainable development of economy and society,the protection of urban and rural residents'drinking water safety,the economic and social water use safety and ecological safety.
