海外学界中国生态治理协商参与研究评介

Overseas Study about Exploration on the Successful Experience of Chinese Ecological Civilization

生态治理协商参与是党的十八大以来助力中国实现从生态跟跑者向领跑者角色转换的独特运行机制,为海外学界深刻认知中国生态治理现代化提供了全新的阐释路径。海外学者主要基于生态政治学、环境政策学和生态伦理学视角探究中国的生态治理协商参与机制,其研究的核心命题主要包括生态治理协商参与的历史发展、主要类型、实践效应和运行过程等。海外学者较为一致地认为协商是中国民众参与生态治理的权力路径,中国基于其运行压力生成了内生型政策制定模式,有效提升了环境秩序的合理性。国内可以借鉴海外研究成果优化升级中国生态治理参与理论体系,在强化协商主动性、构建协商途径、扩大国际传播和摆脱协商困境等方面进行提档升级。

Since the 18th National Congress of the Communist Party of China,consultation and participation in ecological governance is a unique operational mechanism that has helped China realize the transformation from an ecological follower to a leader.It provides a new interpretation path for overseas scholars to deeply understand the modernization of China's ecological governance.Overseas scholars mainly explore China's ecological governance consultation and participation mechanism from the perspectives of ecological politics,environmental policy and ecological ethics.The core propositions of their research mainly include the historical development,main types,practical effects and operation process of ecological governance consultation and participation.Overseas scholars have consistently argued that consultation is the power path for Chinese people to participate in ecological governance.Based on its operational pressure,China has generated an endogenous policy making model,which effectively improves the rationality of environmental order.Domestic research can learn from overseas research results to optimize and upgrade the theoretical system of China's ecological governance participation,and to enhance the initiative of negotiation,build negotiation channels,promote international communication,and overcome negotiation difficulties.
