安徽省高速公路水土保持管理工作探讨

Discussion on Expressway Management of Soil and Water Conservation in Anhui Province

相对一般点状生产建设项目,高速公路因线路长、土石方量大、临时占地多等特点,以及管理者和参建单位意识的薄弱等,导致安徽省高速公路水土保持工作在管理、程序、现场存在弱项。本研究就近年来安徽省高速公路水土保持管理实践中发现的问题进行梳理总结,并剖析原因;从对接主管部门解决历史遗留问题、组织全方位自查、建立健全管理体系、开展科研攻关等方面总结成效,提出压实责任、科学设计、系统治理等建议,供高速公路水土保持管理单位参考。

Compared with the general point production and construction projects,there are weaknesses in the management,procedures and site of expressway soil and water conservation in Anhui Province due to long lines,large earthwork volume,large temporary land occupation and weak consciousness of managers and contractors.This paper combs and summarizes the problems found in the practice of soil and water conservation management of Anhui Expressway in recent years,and analyzes the reasons.In addition,from the aspects of solving problems left over by history with responsible department,organizing all-round self-examination,establishing and improving management system,and carrying out scientific research,this paper summarizes the results,and puts forward some suggestions such as compaction responsibility,scientific design,system management,etc.,for the reference of expressway soil and water conservation management units.
