摘要
政策工具是实现高校课程思政政策目标的主要手段,对于课程思政政策执行效果具有直接影响。基于《高等学校课程思政建设指导纲要》的文本,运用内容分析法,在政策工具和政策内容的二维分析框架下对高校课程思政政策进行定量分析。研究发现,课程思政政策工具使用频次呈类别化特征,在使用过程中存在工具效力弱化、政策诉求不畅及政策话语表述模糊等问题。据此提出“优化协同配合,提升政策工具执行效力”“凸显需求导向,增强政策目标群体的认可度与执行力”“完善配套制度,促进课程思政政策话语精细化表达”等建议,以不断完善新时代高校课程思政政策体系。
Policy tools are the main means to achieve the objectives of the ideological and political policy of the university curricu⁃lum,which have a direct impact on the implementation effect of the ideological and political policy of the curriculum.Based on the text of the Guidelines for Ideological and Political Construction of Higher Education Curriculum,this study uses the content analysis method to conduct a quantitative analysis of the ideological and political policy of higher education curriculum under the two-dimensional analy⁃sis framework of policy tools and policy content.The research found that the frequency of the use of the ideological and political policy tools of the curriculum is characterized by classification,and there are problems in the use process,such as the weakening of the effec⁃tiveness of the tools,poor policy appeals and vague discourse expression.Therefore,it is proposed to optimize coordination and enhance the implementation effectiveness of policy tools.Highlight the demand orientation and enhance the recognition and implementation of policy target groups.It is suggested to improve the supporting system and promote the refined expression of curriculum ideological and political policy discourse,so as to constantly improve the ideological and political policy system of college curriculum in the new era.
