农村环境治理共同体研究——基于复合生态系统理论视角

Research on Rural Environmental Governance Community-from the Perspective of Compound Ecosystem Theory

随着生态文明建设的加快推进,农村环境治理日益受到重视。受利益机制不完善、政策落实不到位和权责结构不清晰等因素的影响,多元主体作用的发挥还不够充分。复合生态系统理论为农村环境治理提供了新的思路。基于复合生态系统理论视角,优化农村环境治理可从社会、经济、自然三个维度对多元主体进行审视,构建涵盖理念、机制、内容等层面的农村环境治理共同体,整合多方力量,补齐农村环境建设短板,进一步提升农村基层治理能力。

With the acceleration of ecological civilization construction,rural environmental governance is increasingly receiving attention.Due to factors such as imperfect interest mechanisms,inadequate policy implementation,and unclear power and responsibility structures,the role of diverse entities is not fully realized.The compound Ecological systems theory provides a new idea for rural environmental governance.Based on the perspective of the composite Ecological systems theory,optimizing rural environmental governance can examine multiple subjects from three dimensions of society,economy and nature,build a rural environmental governance community covering the concept,mechanism,content and other levels,integrate multiple forces,complement the weakness of rural environmental construction,and further improve rural grassroots governance capacity.
