摘要
劳动教育政策是国家为了提高劳动者素质、促进社会和谐发展而制定的一系列政策措施。然而,在实际执行过程中,劳动教育政策往往受到多种因素的制约,导致政策效果出现偏差。本文将基于政策执行过程模型,从政策本身、执行主体、目标群体、政策环境等视角对劳动教育政策执行过程中的制约因素进行分析,并探讨相应的发展路径。
Labour education policy is a series of policy measures formulated by the state to improve the quality of workers and promote harmonious social development.However,in the actual implementation process,labour education policies are often constrained by a variety of factors,resulting in deviations in policy effects.Based on the policy implementation process model,this paper analyzes the constraints in the implementation process of labour education policies from the perspectives of the policies themselves,implementation subjects,target groups and the policy environment,and explores the corresponding development paths.
