论行政管理体制改革背景下廉洁政府建构对策——以“逃逸式辞职”为例

Study on the Construction of Clean Government under the Background of Administrative Reform——Taking“Escape Resignation”as an Example

“逃逸式辞职”作为2022年中纪委公布的十大反腐热词之一,是指以提前退休、辞职等方式,妄图逃避党纪国法的惩处,或者到原业务管辖范围内企业任职捞取好处,是隐形变异腐败的一种。相比于常见的政府腐败案例,“逃逸式辞职”的方式更加隐蔽,更不易被发现。当前我国正推进行政管理体制改革,以符合社会主义现代化发展方向为目标,建设人民满意的、为人民服务的公开透明、便民高效的廉洁政府。为此,必须严厉惩治任何形式的腐败行为,树立清正廉洁的党政之风。本文结合当下行政管理体制改革和廉洁政府建设展开,阐述了我国行政管理体制改革的发展历程和未来趋向,并以“逃逸式辞职”为例重点分析了产生行政腐败的原因并提出解决对策,以期为打造廉洁政府提出建设性意见,用实际行动帮助新时代反腐倡廉工作的展开,推动我国廉洁政府建设的进一步发展。

Escape resignation,which is one of the top 10 anti-corruption hot words published by the Central Commission for Discipline Inspection in 2022,refers to an attempt to escape from punishment by means of early retirement,resignation,etc.,or to obtain the benefits by taking a position within the scope of original business jurisdiction of the enterprise.It is a kind of invisible variation of corruption.The“Escape resignations”are more subtle and less visible than the usual cases of government corruption.At present,China is pushing forward the reform of administrative management system,aiming at building an open,transparent,convenient and efficient clean government that is satisfied with the people and serves them.To this end,we must severely punish any form of corruption and establish a clean and honest party and government style.Combining with the reform of administrative management system and the construction of clean government,this paper expounds the development course and future trend of the reform of administrative management system in China.“Escape resignation”is taken as an example to analyze the causes of administrative corruption and some countermeasures are put forward,in order to provide constructive suggestions for building a clean government,and use practical actions to help the implementation of the anti-corruption work in the new era,thereby promoting the further development of the clean government construction in China.
