城乡融合发展战略下的社会治安治理面临着新机遇和新挑战,依据新时代公安工作和社会治安治理目标,提出现代治安共同体为社会治安治理发展的新形式,分析治安治理创新模式下现代治安共同体价值认同、制度互通和技术智能的内涵,正确认识现代治安共同体面临的观念转变困难、非实际技术智能及治理方式偏离的建设困境。基于大数据的现代治安共同体可以从把控向度(理念认同)、突破限度(技术智能)和建立维度(五治融合)三个方面去施行社会治安治理的建规立制与城乡融合发展并进,以实现社会治安的有序和治理的终极目标。

The social security governance under the urban-rural integration development strategy is facing new opportunities and challenges.Based on the public security work and social security governance goals of the new era,the modern public security community is explored as a new form of social security governance development,and the paper analyzes the connotation of value recognition,system interoperability and technical intelligence of modern public security community under the innovative model of public security governance,correctly understand the dif-ficulties faced by the modern public security community in the transformation of ideas,the construction of non-practical technical intelligence and the deviation of governance methods.The modern public security community based on big data can carry out the planning and establishment of social security governance and the integration of urban and rural development from three aspects:grasping the direction(concept recognition),breaking the limit(technical intelligence)and building the dimension(integration of five governance),so as to achieve the order of social security and the ultimate goal of governance.
