城市轨道交通反恐安全防范及处置措施——以C市轨道交通为例

Measures on Anti-terrorism Security Prevention and Disposal of Urban Rail Transit——Taking the Rail Transit of C City as an Example

新时期城市轨道交通高速发展,为现代化城市发展壮大注入强大动力,同时城市轨道交通安全问题也越来越受到重视。城市轨道交通结构复杂,具有恐怖袭击风险高、手段多样、危害性大等特点。在分析城市轨道交通反恐防范存在问题基础上,从建立协同机制、增强基础设施建设、加强安保队伍建设、深化警务改革创新、强化反恐防控法律制度建设等方面提出轨道交通反恐防范及处置策略,以有效应对轨道交通恐怖袭击风险,为城市快速稳定发展保驾护航。

In the new era,the rapid development of urban rail transit has injected strong impetus into the develop-ment and expansion of modern cities.Meanwhile,the safety of urban rail transit has received greater attention.Urban rail transit facilities are vulnerable to terrorist attacks of diversified means with great harm due to their complex internal structure.Based on the analysis of the existing problems of urban rail transit’s anti-terrorism prevention,this paper proposes some prevention and disposal measures,including strengthening the multi-sectoral cooperation,increasing infrastructure construction,paying attention to the security team building,deepening police reform and innovation,and strengthening the construction of the legal system for counter-terrorism prevention and control,in order to effectively respond to the risk of terrorist attacks on rail transit and guarantee the rapid and steady development of the city.
