基于战略目标一体化框架下绩效目标设计

摘要 “战略—目标—绩效”是企业从战略方向到具体化目标,以及为实现战略目标建立配套的绩效约束机制,是企业持续发展的必要策略。文章通过介绍“一体化”模式下绩效目标的设计,帮助企业厘清战略、目标与绩效之间的关联关系,以及搭建起“一体化”的桥梁。围绕“战略目标一体化,绩效目标为战略服务”的工作思路,即绩效目标框架体现企业战略意图,绩效指标设计战略指标,建立有效的激励约束机制,激发全员内生动力,推动组织绩效持续提升。 The concept of"strategy-goal-performance"refers to the transformation of a company's strategic direction to specific goals,as well as the establishment of supporting performance constraint mechanisms to achieve strategic goals.It is a necessary strategy for the sustainable development of the company.This article introduces the design of performance goals under the"integration"model,helping enterprises clarify the correlation between strategy,goals,and performance,and building a bridge for"integration".Focusing on the working idea of"strategic goal integration and performance goal serving strategy",that is,the performance goal framework reflects the strategic intention of the enterprise,the performance indicators design strategic indicators,establish an effective incentive and constraint mechanism,stimulate the endogenous motivation of all staff,promote the continuous improvement of organizational performance,and gradually move towards excellence.
