共同富裕背景下闲置宅基地有偿退出利用机制研究

Study on the Mechanism of Paid Withdrawal and Utilization of Idle Homestead under the Background of Common Prosperity

农村闲置宅基地退出改革有利于促进乡村产业振兴、乡村美丽蝶变、乡村有效治理和乡村生活富裕,是共同富裕实现的基础和必要条件,而共同富裕是宅基地退出的方向指引和落脚点,二者辩证统一、互相支持。从宁夏平罗县、江西余江县、浙江义乌市和嵊泗县改革实践来看,改革暴露出缺乏统一完善的法律法规指导、农民对宅基地退出的支持动力、合理的退出补偿保障机制和高效的退宅后土地利用体系等问题,使宅基地退出存在多重障碍。为了有效推进改革,需要针对宅基地退出构建起法律法规、农民利益保护、补偿和保障、退出宅基地利用和流转等机制。同时,也需要同步加强农村宅基地集体所有权的落实、闲置宅基地退出与盘活利用规划编制和宅基地管理体制建设。

The rural idle homestead withdrawal reform is conducive to promoting the revitalization of the rural industry,the rural beautiful butterfly change,the effective rural governance and the rural life prosperity,which is the basis and necessary conditions for the realization of common prosperity,the common prosperity is the direction guidance and foothold of the homestead exit.And they are dialectically unified and support each other.From Ningxia Pingluo County,Jiangxi Yujiang County,Zhejiang Yiwu and Shengsi County reform practice,the reform exposed the lack of unified laws and regulations guidance,farmers' motivation to support homestead withdrawal,reasonable withdrawal compensation guarantee mechanism and efficient land use system after homestead withdrawal,which makes homestead withdrawal has multiple obstacles.In order to effectively promote the reform,it is necessary to build up the mechanism of laws and regulations,protection of farmers' interests,compensation and security,utilization and ciculation of exited homestead.At the same time,it is also necessary to simultaneously strengthen the implementation of the collective ownership of rural homestead,the planning of the withdrawal and utilization of idle homestead,and the construction of the homestead management system.
