提升林业企业与农户利益联结机制成效的路径思考

Ways to Improve the Effect of the Benefit Linkage Mechanism between Forestry Enterprises and Farmers

利益联结机制及成效作为产业化发展的重要抓手,对其进行探讨具有重要的理论和现实意义。基于87家林业企业调查数据研究发现:林业企业与农户均建立起紧密性上有差别化的利益联结机制,体现在包括采购、生产和销售环节在内的利益创造过程和利益分配过程中;林业企业与农户利益联结机制紧密性对企业盈利和总支出的影响不显著;利益联结机制给农户带来技术、管理服务等资源和经济收入。总体而言,目前林业企业与农户利益联结机制成效不明显。基于此,进一步发挥利益联结机制在林业产业发展和乡村振兴中的促进作用,需要在提升共享资源品质、加大利益共享力度、完善外部监督激励机制3条路径上持续发力,力求加强利益联结机制内外部环境合力,促进利益联结机制成效不断提升。

As an important grasp of the industrial development,research on the benefit linkage mechanism and its effect is of great theoretical and practical significance.Based on the survey data of 87 forestry enterprises,it was found that forestry enterprises and farmers have established different benefit linkage mechanism,which is reflected in the process of benefit creation and distribution.Benefit creation includes procurement,production and sales.The tightness of the benefit linkage mechanism between forestry enterprises and farmers has no significant impact on the profits and total expenditure of the enterprises.The benefit linkage mechanism brings some resources,such as technology and management services to farmers,and brings economic income to farmers.In general,the benefit linkage mechanism between forestry enterprises and farmers is not effective presently.Based on this,in order to further play the role of benefit linkage mechanism in promoting the development of forestry industry and rural revitalization,it needs to make sustained efforts in three ways:improving the quality of shared resources,increasing the strength of benefit sharing,and improving the external supervision and incentive mechanism,so as to strengthen the joint force of the internal and external environment of benefit linkage mechanism,and continuously enhance the effectiveness of benefit linkage mechanism.
