摘要
客观评价湿地生态价值补偿质量对衡量相关政策的执行效果具有重要意义。采用层次分析法构建了涵盖自然条件、补偿行为和补偿效果3个准则层17个评价指标的西北地区湿地生态价值补偿质量评价体系。以2005—2020年数据为基础,计算各单项指标结果,采用熵值法确定指标权重,评价我国西北地区湿地生态价值补偿质量。结果表明:青海省湿地的自然条件最好,宁夏最差;2015年宁夏补偿投入最多,其余年份新疆投入最多;2010年陕西省补偿效果最好,其余年份青海省最好。2005—2020年湿地生态价值补偿质量由高到低依次为:陕西>青海>新疆>宁夏>甘肃。评价结果反映了我国西北地区湿地生态价值补偿的质量状况,可为该地区湿地生态环境保护提供参考。
Objectively evaluating the quality of wetland ecological value compensation is of great significance for measuring the implementation effect of corresponding policies.The Analytic Hierarchy Process(AHP)was used to construct a quality evaluation system for wetland ecological value compensation in the northwestern region,covering three criteria layers and 17 evaluation indicators:natural conditions,compensation behavior,and compensation effectiveness.Based on the relevant data from 2005 to 2020,calculate the evaluation results of each individual indicator,and then use the entropy method to determine the weight of each indicator to obtain the evaluation results of wetland ecological value compensation quality in northwestern China.Research has found that the natural conditions of wetlands in Qinghai Province are the best,while Ningxia is the worst;In 2015,Ningxia had the highest compensation investment,while Xinjiang had the highest investment in other years;In 2010,Shaanxi Province had the best compensation effect,while Qinghai Province had the best compensation effect in other years.From 2005 to 2020,the order of wetland ecological value compensation quality from high to low was:Shaanxi,Qinghai,Xinjiang,Ningxia,and Gansu.The evaluation results reflect the quality status of wetland ecological value compensation in the northwestern region of China,providing a reference for wetland ecological environment protection in that region.
