Australia National Skill Formation System:Construction Pathways and Implementation Effectiveness

20世纪90年代以来,澳大利亚为了应对技能短缺的时代挑战,顺应全民技能的发展趋势,紧握技能强国的时代机遇,加快了建设国家技能形成体系的步伐。澳大利亚通过变革职业教育与培训系统、引领多元主体参与、保障技能形成制度供给、根植劳动力发展,建构起了完善的国家技能形成体系。澳大利亚国家技能形成体系促进了技能型社会的形成,助力了职业教育公平,优化了劳动力结构。当前,我国正处于技能型社会建设的关键战略机遇期,需要从创设良好的技能生态环境、建设高效的技能利用机制、建立中国特色资格框架、打造全方位的技能援助机制等方面形成组合拳,从而助力中国技能型社会建设。

Since the 1990s,in order to meet the challenge of skills shortage,comply with the trend of skills for all and seize the opportunity of skills power,Australia has accelerated the pace of constructing national skill formation system.Australia has constructed a perfect national skills formation system by reforming the vocational education and training system,sustaining participation of multi-subject,ensuring the supply of skills formation system,and being rooted in the development of workforce.Australia’s national skill formation system creates a skill-based society,promotes the fairness of vocational education and optimizes the structure of the workforce.China,currently in a significant period of strategic opportunity for the construction of a skill-based society,should create a good skill ecosystem,build an efficient skill utilization mechanism,establish a qualification framework with Chinese characteristics,and build comprehensive skill assistance mechanism,so as to promote the construction of China’s skill-based society.
