“放管服”改革背景下高职院校教师职称评审制度研究

Research on the Evaluation and Employment of Teachers’Professional Titles in Higher Vocational Schools under the Background of Release-Management-Service Reforms

职称评审是影响教师成长、促进学科建设和关乎学校高质量发展的重要工作,教师对其高度关注。因此,在“放管服”改革背景下,如何接住、用好职称评审“指挥棒”是当下高职院校需要解决的重要问题。高职院校教师职称评审制度建设应遵循科学性、公平性、个性化原则。然而,当前高职院校职称评审制度仍然存在师德评价浮于表面、岗位总量不足、女性教师职称评审处于劣势、兼任行政职务影响职称评审结果、评审标准和程序不够完善以及缺少聘后管理体系的现实问题。对此,提出“放管服”改革背景下改进教师职称评审制度的多方面政策建议。

The evaluation and employment of teachers’professional titles is an important work which has an impact on teachers’growth,subject construction and high-quality development of schools.Teachers pay great attention to it.Therefore,how to handle and make good use of professional title evaluation is a vital issue that higher vocational colleges need to solve under the background of Release-Management-Service Reforms.To do a good job in building the evaluation system of professional titles for teachers,the requirements of being scientific,fair and personalized should be attached significance to.However,there are still problems such as superficial evaluation of teacher ethics,bottleneck of the total number of positions,lack of advantage in the evaluation of female professors’titles,influence of concurrent administrative positions on the evaluation of professional titles,lack of refinement of evaluation criteria,and lack of post-employment management system.Therefore,this paper puts forward political suggestions to improve the evaluation of teachers’professional titles under the background of Release-Management-Service Reforms from various dimensions.
