制度驱动与技术赋能:数字治理过程中政企价值共创机理研究 被引量:12

Institution Drive and Technology Empowerment:A Study on the Mechanism of Government-Enterprise Value Co-Creation in Digital Governance

摘要 实现公共价值是数字治理的重要目标,广泛的政企合作则成为推动数字治理公共价值共创的主要力量。那么,政企行动者如何在数字治理中共创公共价值?相应的驱动机理是什么?这是数字治理必须面对与妥善应对的问题。已有研究主要从微观层面行动者的动机、资源与能力、属性与关系来理解数字治理中的政企价值共创行为,本文则从制度与技术关系这一中观与新的理论分析框架出发,运用杭州X区在瓶装燃气领域的数字治理案例,探讨政企合作进行数字治理公共价值共创的驱动机理。案例显示:数字治理中的公共价值共创是一个动态过程,经历了价值确立与共识达成、共同生产、模式扩散等阶段,共创了多维内容的公共价值(经济、行政、社会、服务价值)。这一成功的过程与结果来自于制度驱动与技术赋能的共同发力。这些认识,启示理论与实务界要破除简单的“技术赋能”,从制度与技术互动关系的视角入手,在政企合作中共创公共价值,实现数字治理的良好成效。 Realizing public value is an important goal of digital governance,and extensive government-enterprise cooperation has become the major force in promoting the co-creation of public value in digital governance.Therefore,how can government-enterprise actors promote the co-creation of public value in digital governance?What is the driving mechanism?These are the questions that digital governance has to face and answer properly.The past studies have mainly focused on the actors'motivations,resources and capabilities,attributes and relationships from the micro level.This paper,however,uses the new analytical theory framework of institution-technology relations from the meso level to understand the government-enterprise co-creation of public value.It explores the driving mechanisms of government-enterprise value co-creation in digital governance by employing the case study of"the Liquefied Petroleum Gas Safety(LPG)Project"in X district,Hangzhou.The case analysis shows that public value co-creation is a dynamic process,involving value establishment and consensus building,value co-production,and mode diffusion,creating public values of multi-dimensional contents(economic,administrative,societal,and service values).The successful process and result should be attributed to the joint force of institution drive and technology empowerment.The findings have helped break the simple faith of"technology empowerment",making it clear that the combined efforts of public value co-creation,institution design,and technology empowerment are the key to success in digital governance.
