“四治融合”破解乡村治理复合碎片化——基于浙江省桐乡市微观实例

Cracking the Composite Fragmentation of Rural Governance by"Integration of Four Governance"——An Example from Tongxiang City,Zhejiang Province

乡村振兴战略是实现高质量发展的“压舱石”,乡村治理是乡村振兴战略中至关重要的一环。当前我国乡村治理在治理主体、治理过程、治理理念以及治理信息资源四大板块呈现出“复合碎片化”样态,掣肘乡村治理效能发挥,阻碍乡村治理现代化的实现。本文通过研究浙江省桐乡市“四治融合”乡村治理的创新实践与经验启示,发掘乡村治理新思路如何打破“各自为战”的复合碎片化治理格局,探析“四治融合”治理模式的底层逻辑及实现路径,构建“共建共治共享”的治理新范式。研究认为,锚定和破解乡村治理“复合碎片化”问题需要植入整体性治理思维,其核心的理论运作逻辑体现为通过“制度-人文-技术”三重驱动构造“村域”善治场景——刚性制度法规筑建乡村治理框架、柔性治理氛围优化乡村治理环境、高效信息技术畅通乡村治理流程,三重驱动融汇交互破解乡村治理“复合碎片化”困境。

The rural revitalization strategy is"the ballast"to achieve high-quality development,of which rural governance is a crucial part.At present,there are"composite fragmentation"in four major areas of China's rural governance,namely,governance subject,governance process,governance principle and governance information resources,which hinders the effectiveness of rural governance and the realization of modernization of rural governance.By examing the innovative practice and positive experience of rural governance with"Integration of Four Governance"in Tongxiang City,Zhejiang Province,this paper investigates how the new ideas of rural governance break the composite fragmented governance pattern.Furthermore,the study also explores the underlying logic and realization path of the governance model of"Integration of Four Governance"for building a new paradigm of"extensive construction,joint contribution and shared benefits".The study argues that to anchor and crack the problem of"composite fragmentation"of rural governance,it is necessary to introduce holistic governance thinking,and its core theoretical logic is reflected in the triple-driven construction of"village domain"good governance through"system-humanities-technology".Specifically,rigid systems and laws build the framework of rural governance;Flexible governance framework optimizes the rural governance environment;And effective information technology unblocks the rural governance process.The triple-driven construction facilitates the resolution for breaking the"composite fragmentation"dilemma of rural governance.
