数字技术的普及与推广引发了生产、生活和治理方式的重大变革,推动人类社会进入数字文明。数字政府作为数字化转型的核心领域,引领数字经济、数字社会构建出数字治理生态,更是成为推进中国式现代化的重要驱动。当前,正逢我国推进国家治理现代化的重要节点,数字政府建设的理论提炼和实践总结有利于引导我国各级政府积极引入数字技术提升政府治理能力和治理绩效。会当此时,“2023第一届数字政府40人论坛”顺利举办,汇聚了政产学各领域的专家学者共商共探我国数字政府的理论前沿和实践创新。本文从数字政府的理论发展、职能转变、模式创新、场景应用以及学科意义五大维度梳理了与会专家的深度思考和前沿成果。这些理论成果将推动社会各界更加深入、系统地理解数字政府的核心议题,进而更有针对性地为我国各地推进数字政府建设提供理论引导和方向指引。

The widespread of digital technology has significantly changed the ways of production,life,and governance,pushing human society into digital civilization.Digital government,as the core area of digital transformation,not only leads the digital economy and digital society to build a digital governance ecosystem,but also becomes a driving force of Chinese modernization.Currently,it has reached an important time point for China to promote the modernization of its governance system.An in-depth summary and theorization of digital government practices would motivate governments at all levels in China to actively explore the paths and methods of introducing digital technology to enhance government capacity and performance.At this moment,the"2023First Digital Government 40 Forum"was successfully held,bringing together experts and scholars from various fields including government,industry,and academia to explore and examine theoretical frontiers and practical innovations of digital government in China.This article reviews the latest research progress on digital government from five dimensions:Theoretical development,the transformation of government functions,model innovation,scenario governance,and disciplinary importance.These achievements will promote a deeper and more systematic understanding of the core issues of digital government,and then provide stronger theoretical guidance for digital government practices in China.
