抽水蓄能电站基建期风险分级管控体系建设研究

摘要 抽水蓄能发电技术在我国社会发展中发挥着重要作用,是构建新型电力能源体系的重要支撑。抽水蓄能电站基建期属于事故高发期,主要原因是参建单位较多,且没有系统化、智能化的风险分级管控体系,同时缺乏对从业人员安全意识的培训和指导。因此,做好建设期施工现场的安全工作是期间所有工作中的重中之重。以潍坊抽水蓄能电站为例,采用LEC安全风险评估法建立风险分级管控体系,分别从业主、监理、参建单位的角度,提出安全风险分级管控体系建设方案,从而形成全员风险分级管控氛围,有效落实各单位各层级安全工作,提高整体项目建设的管控效果,降低安全事故发生的概率。 Pumped storage power generation technology plays an important role in social development of China,and it is the backbone of building a new power energy system.The construction period of pumped storage power stations is a period of high accident incidence,mainly due to the large number of participating units and the lack of a systematic and intelligent risk classification and control system.At the same time,there is a lack of training and guidance on safety awareness among practitioners.Therefore,ensuring the safety of the construction site during the construction period is the top priority in all current work.Taking Weifang Pumped Storage Power Station as an example,it adopts the LEC safety risk assessment method to establish a risk classification and control system.From the perspectives of the owner,supervisor,and participating units,the construction plan of the safety risk classification and control system is proposed,forming a comprehensive risk classification and control atmosphere for all personnel,effectively implementing safety work at all levels of each unit,improving the overall project construction control effect,and reducing the occurrence of safety accidents.
