Analysis on the Stage Acceptance System of Avionics Hub Engineering

在详细研究分析了中华人民共和国交通运输部于2019年颁发的《航道工程建设管理规定》中阶段验收相关条款的基础上,建议进一步明晰截流、通航、蓄水等概念的内涵,并按专业化分类约定阶段验收的内容,提出了增加临时航道、船闸施工期临时通航阶段验收等改进措施,建言尽快出台《航道建设工程验收规程》,以全面提升航运建设行业制度建设水平,促进行业可持续发展,服务国家“双碳”目标、对外开放及国民经济发展。

On the basis of a detailed study and analysis on the relevant provisions of stage acceptance in the"Regulations on the Construction and Management of Waterway Engineering"issued by the Ministry of Transport in 2019,it is recommended to further clarify the connotation of concepts such as interception,navigation,and water storage,and to agree on the content of stage acceptance according to professional classification.Improvement measures such as adding temporary waterways and temporary navigation stage acceptance during the construction period of ship locks are proposed,and it is recommended to issue the"Acceptance Regulations for Waterway Construction Engineering"as soon as possible,which is to comprehensively improve the institutional construction level of the shipping construction industry,promote sustainable development of the industry,and serve the national"dual carbon strategy",opening up to the outside world,and national economic development.
