面对企业改革发展中出现的制度系统化程度不高、协调性不足、执行力不强等问题,亟需构建基于系统思维的工程企业制度管理模式。在持续优化制度体系的基础上,建立多项管理体系,实现各体系的有机融合;采用过程方法建立流程图,实现制度流程化,提高风险防控水平;通过优化设计、完善机制、现场检查、信息化建设等提升制度执行有效性;因时因势推动制度有效性评估和优化升级,确保制度体系持续有效运行。

Faced with the problems of poor systematization,insufficient coordination and weak execution of systems in the reform and development of enterprises,it is necessary to constructs a system management mode of engineering enterprises based on system thinking.On the basis of continuously optimizing the institutional system,multiple management systems should be established to achieve organic integration.A process approach should be adopted to establish a flow chart to realize the process of the system and improve the level of risk prevention and control.The effectiveness of system implementation should be enhanced through optimizing the design,improving the mechanism,on-site inspection and information construction.The evaluation and upgrading of the effectiveness of the system should be promoted in accordance with the time and situation to ensure the continuous and effective operation of the system.
