国土空间强约束背景下村规土地利用整合与优化提升路径——以梅县区水车镇新湖村为例

Land Use Integration and Optimization of Village Planning in the Context of Strong Constraints on Land Space:Taking Xinhu Village as an Example

在空间管制逐步加强的空间规划背景下,由于历史遗留问题和村庄发展用地需求受限,村庄规划土地利用矛盾日益突出,亟需规划应对与协调。本文结合新湖村村庄规划优化提升实践,在充分剖析新湖村村庄建设中土地利用矛盾的基础上,从土地利用的整合优化角度提出一系列提升与应对策略。研究认为在国土空间强约束背景下,村庄规划的优化提升首先应顺应土地利用精细化、规划实施严格管理的总体方向,并应结合村庄本底特点制定相应的配套策略。针对用地效率低下的问题,可整合利用村内各类边角用地,进一步推动村庄用地集约化和精细化管理;针对产业用地需求缺口,可借助四小园、旧村改造等政策契机,通过宅前屋后边角用地和连片改造进行腾挪调整,保障存量开发环境下的用地供应;针对现行粗放的土地开发模式劣势,建议采用基于高质量开发导向的统筹建设计划方式,在规划中预留建设弹性、通过用地优化同步带动景观改造和防灾建设;最后对于历史遗留土地利用问题,除了在村规优化中尽可能实行补救和协调措施,还应加强规划编制过程自下而上的动态协调反馈。

With strengthened spatial control,due to the historical problems and the limited land demand for village development,the contradiction of land use in village planning is becoming prominent,which urgently needs to be dealt with and coordinated by planning.Based on the practice of village planning optimization and upgrading in Xinhu Village,this paper fully analyzes the land use contradictions in the village construction,and puts forward a series of improvement and coping strategies from the perspective of land use integration and optimization.It is concluded that under the background of strong territorial space constraints,the optimization and promotion of village planning should comply with the overall direction of land use and planning implementation,and formulate corresponding supporting strategies based on the characteristics of villages.In view of the low efficiency of land use,all kinds of corner land in the village can be integrated and used to further promote the intensive and fine management of village land use.Aiming at the demand gap of industrial land,we can take advantage of policy opportunities such as four small gardens and old village reconstruction to adjust the land in front and back of the house to ensure the land supply.In view of the disadvantages of the current extensive land development mode,it is suggested to adopt the overall construction plan based on high-quality development,reserving construction flexibility in the planning,and driving landscape transformation and disaster prevention simultaneously through land use optimization.Finally,for the land use problems from history,in addition to the implementation of remediation and coordination measures in the optimization of village regulations,we should also strengthen the bottom-up dynamic coordination feedback of the planning process.
