对《自然资源确权登记操作指南(试行)》的实践与探讨--以湖南省为例

Practice and discussion on the"Operation Guide for Confirmation and Registration of Natural Resources(Trial)":A case study on Hunan

湖南省以《自然资源确权登记操作指南(试行)》(简称《指南》)为指导推进了自然资源确权登记工作。本文结合实践工作经验,重点围绕《指南》中的登记单元划定方式、自然资源登记簿填写、自然资源地籍调查要求等内容进行探讨;就自然保护地和水流两类登记单元划定方式,自然资源登记簿中有关权利行使方式、登记面积、登记内容等相关规定,以及自然资源地籍调查技术路线、工作底图制作、技术手段等方面进行了探讨,以供《指南》后续修订完善参考。本文建议自然保护地允许拆分成多个单元进行登记,或者采用分级模式划定登记单元,当前“三区三线”调整中要提前统筹考虑水流登记单元划定需求,登记簿中增加表面积统计、碳汇等内容;对自然资源地籍调查技术要求中进一步强化工作底图制作、外业核查以及新技术的应用。

The confirmation and registration of natural resources is promoted in Hunan Province under the guidance of the Operation Guide for Confirmation and Registration of Natural Resources(Trial).On the basis of practical work experience,this paper discusses the relevant content of registration unit delineation,natural resources registration,natural resources cadastral investigation and so on.It goes on to discuss the delineation of natural reserves registration units,the delineation of water flow registration units,contents of natural resources register,technical route of natural resources cadastral survey,preparation of working base map and technical means.All this can provide a reference for subsequent revision and improvement of the guide.The paper suggests that natural reserve should be allowed to be split into multiple units for registration,or the registration units should be demarcated in a hierarchical mode.In the current adjustment of“three zones and three lines”,the needs for delineation of water flow registration units should be considered in advance.Surface area statistics,carbon sinks and other contents should be added to the registration.The technical requirements for cadastral survey of natural resources should further strengthen the production of working maps,field verification and the application of new technologies.
