摘要 近年来,海上光伏立体分层用海快速发展,“渔光互补”“风光一体”等立体分层用海模式层出不穷,立体分层设权更是如火如荼地开展。但海上光伏立体分层布局的依据尚未明晰,布局的管控要求缺失制约着行业产业发展。本文从海洋空间的立体性和海洋资源的立体分布特征出发,通过对海上光伏及其用海活动的立体分层特征和功能兼容性进行研究,得出海上光伏能够在渔业用海区、工矿通信用海区及特殊用海区立体分层利用的结论,为海上光伏的布局管理提供依据,为行业发展提供助力。 In recent years,with the rapid development of offshore photovoltaic,three-dimensional layered sea use models has come into being,such as"fishing-photovoltaic complementation"and"wind-solar integrated".Therefore,three-dimensional layered rights are being developed in full swing.However,the basis for the threedimensional and hierarchical offshore photovoltaic layout is not yet clear,and the lack of control requirements for layout limits the development of the industry.This paper first discloses the three-dimensional nature of marine space and the three-dimensional distribution characteristics of marine resources.It then studies the threedimensional layer characteristics and functional compatibility of offshore photovoltaic and other sea use activities.It comes to the conclusion that offshore photovoltaic can be used in three-dimensional layers at fishing sea areas,industrial and mining communication sea areas,and special sea use areas.And the study is supposed to provides a basis for the layout management of offshore photovoltaic and help to promote the development of the industry.
