长江流域河湖长制实践过程中的不足与完善——以《长江保护法》为指引

Deficiencies and Improvements in the Practice of River and Lake Chief System in Yangtze River Basin Guided by the Yangtze River Protection Law

生态环境是关系党的使命宗旨的重大政治问题,也是关系民生的重大社会问题,河湖长制是水生态保护的重大制度安排。为促进长江流域河湖长制的有序发展,以问题为导向,分析《长江保护法》实施以前长江流域河湖长制存在的不足,主要表现在组织协调不足、权责划分不明、考核标准待完善、监督合力待加强四个方面。在此基础上,以《长江保护法》为指引,提出加强法律引领、做到有法可依;明确行政领导,完善组织体系;细化考核标准,重视过程导向;健全监督体系,提升环保意识的完善建议。

Ecological environment is a critical political concern crucial to the mission and purpose of the Party,and also a significant social issue affecting people's livelihood.The river and lake chief system represents a major institutional arrangement for water ecological protection.To facilitate the well-structured advancement of the river and lake chief system in the Yangtze River Basin,we adopt a problem-oriented approach to analyze the deficiencies existing prior to the implementation of the Yangtze River Protection Law.The deficiencies can be classified into four aspects:insufficient organization and coordination,unclear delineation of powers and responsibilities,assessment standards to be improved,and supervision synergy to be strengthened.On this basis,guided by the Yangtze River Protection Law,we propose several measures to improve the system.These measures include:reinforcing the leadership role of the legal system,hence providing a clear framework for action;clarifying administrative leadership roles and establishing a robust organizational system;refining assessment criteria with a focus on the process;perfecting the supervision system and enhancing awareness of environmental protection.
