河长制在水环境治理中的作用探讨

Exploring the Role of River Chief System in Water Environmental Governance

随着城镇化、工业化的迅速推进,人口集中造成需水量集中,迫使部分城镇挤占生态基流,甚至造成河道断流、土地荒漠化。同时也造成污染量集中,局部水污染问题突出。河长制是破解我国新老水问题、保障国家水安全的重大制度创新。分析了河长制与金山银山、绿水青山的辩证关系,梳理了河长制实施的“五个加速”作用,以期更好推进绿色发展。

Rapid urbanization and industrialization have led to a concentration of population and a subsequent concentration of water demand.This has resulted in the encroachment on ecological base flow,and even river disconnection and land desertification,and has also intensified and localized water pollution.The river chief system is a major institutional innovation to address China's new and old water problems and ensure national water security.With the goal of promoting green development,we analyze the dialectical relationship between the river chief system and the preservation of"lucid waters and lush mountains",and further highlights the"five accelerations"effects of the river chief system.
