鄂北地区水资源配置工程一期供水成本及水价问题研究

Research on the Cost and Price of Water Supply in the First Phase of Water Resource Allocation Project in the North of Hubei Province

以鄂北地区水资源配置工程为例,结合工程供水成本测算、供水价格测算、价格方案建议等,分析工程水价制定过程中存在的问题及成因,突出反映了工程初期运行供水成本高、贷款偿还及运行压力大、受水区现行水价偏低等主要矛盾,并提出了解决这些问题的对策与措施,可供相关管理决策者及定价部门进行参考,同时对其他长距离调水工程的供水定价工作也有借鉴价值。

Taking the water resource allocation project in the northern Hubei region as an example,combined with the calculation of water supply cost,water supply price,and price scheme suggestions,this paper analyzes the problems and causes in the process of formulating water prices for the project.It highlights the main contradictions such as high cost of water supply during the initial operation of the project,high loan repayment and operational pressure,and low current water prices in the affected areas.It proposes countermeasures and measures to solve these problems.It can provide reference for relevant management decision-makers and pricing departments,and also has reference value for the water supply pricing work of other long-distance water transfer projects.
