高质量发展目标下包容性绿色发展在城市群中的拓展:关于理论、实证的文献综述

The expansion of inclusive green development in urban agglomerations under the goal of high-quality development:A literature review on theory and evidence

运用文本挖掘技术、辩证分析等方法,通过梳理、归纳、整理,分析现有关于对城市群包容性绿色发展和区际横向生态补偿机制研究成果的贡献与局限性;借鉴系统论、投入产出理论、博弈理论等理论推演方法对城市群包容性绿色发展驱动因素、溢出效应、发展趋势以及演变规律进行理论探讨。结果表明,生态补偿是绿色发展的重要抓手,城市群区际横向生态补偿机制是协调与平衡城市群内部区域环境效益溢出(贡献)地区与受益(补偿)地区之间的公平发展权力和义务关系的重要抓手;高质量绿色发展是实现区际经济增长与核心自然资源消耗、生态环境破坏“脱钩”的发展模式。城市群集人口、产业、资源、环境高度一体化,厘清绿色发展的本质、内涵的延伸、包容性绿色发展拓展思路与生态补偿机制在城市群发展中的应用,可为城市群在社会、经济、生态多重目标高质量发展导向下提供创新绿色发展模式的参考与借鉴。梳理城市群高质量发展目标下包容性绿色发展相关理论与实证文献,旨在为建立区际资源环境公平与效率优化协调机制,明确城市群高质量包容性绿色发展的关键路径选择提供理论参考。

Using text mining technology,dialectical analysis and other methods to analyze the contributions and limitations of existing research results on inclusive green development of urban agglomerations and inter-region horizontal ecological compensation mechanism through reviewing,summarizing and sorting out literature;Basing on the systems theory,input-output theory,game theory and other theoretical deduction methods,theoretically the driving factors,spillover effects,development trend and evolution regulation of inclusive green development of urban agglomerations are discussed.Results show that ecological compensation holds important key to green development,and the inter-region horizontal ecological compensation mechanism of urban agglomeration is an important way to coordinate and balance the equitable development rights and obligations between the regions that spillover(contribute)and benefit(compensate)of regional environmental benefits within urban agglomeration;High-quality green development is a development pattern to“decouple”inter-region economic growth and core natural resource consumption,ecological environmental damage.Urban agglomeration is highly integrated in population,industry,resources and environment.Clarifying the application of the nature and connotation extending of green development,the extension minds of inclusive green development and ecological compensation mechanism in urban agglomeration development,which can provide references for innovative green development models under the guidance of high-quality development with multiple social,economic and ecological goals of urban agglomeration.Reviewing relevant theories and empirical literature on inclusive green development under the goal of high-quality development of urban agglomerations,so as to provide theoretical reference for establishing an coordination mechanism for inter-regional resource and environment equity as well as efficiency optimization,and clarifying the key path selection of high-quality inclusive green development of urban agglomeration.
