摘要
建立碳市场是中国实现“双碳”目标的重要探索,同时国家也高度重视特殊类型地区振兴发展,特别是资源型地区和老工业城市的绿色低碳转型发展。因此,将碳交易试点政策作为准自然实验,基于2004—2019年中国省级工业行业的面板数据,运用合成控制法对湖北、重庆这两个关注特殊类型地区振兴的省市试点政策的工业碳效率的影响进行比较评估。研究结果表明:碳交易试点政策能够显著提升湖北、重庆工业碳效率;在异质性分析中,碳交易试点政策显著促进了湖北、重庆的重、中等污染行业的碳效率,而对低污染行业的碳效率影响不明显。其中,湖北的重污染行业的碳效率的提升更为明显,而重庆的中等污染行业的碳效率的提升更为明显。
The establishment of a carbon market is an important exploration for China to achieve the dual-carbon goal,and at the same time,the state also attaches great importance to the revitalization and development of special types of regions,especially the green and low-carbon transformation and development of resource-based regions and old industrial cities.Therefore,the carbon trading pilot policy is used as a quasi-natural experiment to comparatively assess the impact of the pilot policy on industrial carbon efficiency in two special regions:Hubei and Chongqing,based on the panel data of China’s provincial-level industrial industries from 2004-2019,by using the synthetic control method.The results of the study show that the pilot carbon trading policy can significantly enhance the industrial carbon efficiency in Hubei and Chongqing;in the heterogeneity analysis,the pilot carbon trading policy significantly promotes the carbon efficiency of high-polluting and medium-polluting industries in Hubei and Chongqing,while the impact on the carbon efficiency of low-polluting industries is not obvious.Among them,the enhancement of carbon efficiency of heavy polluting industries in Hubei is more obvious,while the enhancement of carbon efficiency of medium polluting industries in Chongqing is more obvious.
