濉汴河灌区适宜水面率分析

摘要 在区域水资源调配及灌区现代化改造续建配套愈发重要的背景下,确定区域内适宜水面率能够评估现阶段水资源配置的合理性,反映未来灌区水域功能的保障程度,为水功能区域的调整布局和水利工程建设提供参考。本文针对灌区建设及利用过程中存在的诸多问题,根据平原区水域承载的功能,提出了从防洪除涝功能、抗旱供水功能和水生态保护三方面确定适宜水面率的基本思路,建立了基于排涝、抗旱与水生态要求的适宜水面率数学模型,并以苏北地区的濉汴河灌区为例,计算了该地区的适宜水面率。结果表明,该灌区抗旱、排涝及水生态要求的适宜水面率为10.11%。该结论可为苏北地区其他灌区的水资源调配、灌区管理以及续建配套的建设提供参考。 In the context of increasing importance of regional water resources allocation and modernization of irrigation districts,determining the suitable water surface ratio within a region can assess the rationality of current water resources allocation,reflect the degree of guarantee for future irrigation water functions,and provide reference for adjusting the layout of water functional areas and water engineering construction.This paper addresses various issues in the construction and utilization of irrigation districts.Based on the functions carried by water bodies in plain areas,the basic approach for determining the suitable water surface ratio is proposed from three aspects:flood control and drainage function,drought resistance and water supply function,and water ecological protection.A mathematical model for determining the suitable water surface ratio based on drainage,drought resistance,and water ecological requirements is established.Taking Suibianhe Irrigation Area in northern Jiangsu Province as an example,the suitable water surface ratio for the region is calculated.The results show that the suitable water surface ratio for this irrigation district,considering drought resistance,drainage,and water ecological requirements,is 10.11%.This conclusion can provide reference for water resources allocation,irrigation area management,and the construction of supporting facilities for other irrigation areas in northern Jiangsu Province.
