“三孩”政策视域下女性权益保障的困境与纾解

The dilemma of protecting women's rights and interests in the context of the“three-child”policy and its alleviation

2021年5月31日,中共中央政治局召开会议,提出进一步优化生育政策,实施一对夫妻可以生育三个子女政策及配套支持措施。这一政策是继“单独二孩”“全面二孩”政策之后,在人口政策方面又一重大调整。在“三孩”政策变化形势下,女性权益保护领域仍然存在诸多问题。文章通过对当前高度复杂的“三孩”生育环境进行梳理,以保护女性权益为目的,分析“三孩”政策下女性权益保障所面临的实践困境,并从政府层面、社会层面、家庭层面三方面提出完善女性权益保障的建议和措施。

On 31 May 2021,the Political Bureau of the Central Committee of the Communist Party of China held a meeting and pointed out that it was proposed to further optimise the fertility policy and implement the policy that a couple can have three children and supporting measures.This policy is another major adjustment to the population policy,following the“selective two-child”and“universal twochild”policies.Under the changing circumstances of the“three-child”policy,there are still many problems in the area of women's rights and protection.This paper analyses the difficulties faced by the protection of women's rights and interests under the“three-child”policy by examining the current highly complex“three-child”reproductive environment,with the aim of protecting women's rights and interests,and proposes recommendations and suggestions for improving the protection of women's rights and interests at the governmental,social and family levels.It also proposes suggestions and measures to improve the protection of women's rights and interests from the governmental,social and family levels.
