未运营轨道交通的大城市公交系统重构规划研究——以济南市为例

摘要 受多重因素影响,公交行业陷入了可持续发展困境。部分城市着手开展公交系统重构规划,以扭转客流持续下降局面。为更好地指导公交系统重构,该文以济南市为例,围绕创建独一无二的泉城公交都市目标,创新性地提出通过路网重塑、路权重配、线网重组、体系重构等四重策略,构筑由高品质快速公交系统为主体、面向全民的多层次公交为网络组成的新公交系统,从多维度评估新公交系统,并面向最重要的客流走廊典型区段开展BRT系统设计。实践证明,重构方案在扭转客流下降、助力公交都市创建方面起到了积极的作用。 Affected by multiple factors,the public transport industry has fallen into the dilemma of sustainable development.In order to reverse the continuous decline in passenger flow,some cities have carried out reconstruction planning of public transport system.A case study is made on reconstruction planning of public transportation system in Jinan.Focusing on the goal of creating a unique Quancheng public transport city,this paper innovatively proposes four strategies to construct a high quality public transportation system,which include road network improving strategy,bus priority strategy,bus network redesign strategy,and service system reconstruction strategy.According to four strategies on reconstruction planning,the reconstruction plan of public transportation system is made,and an evaluation on the reconstructed public transport system is made,which considers multiple factors.Meanwhile,the bus rapid transit system design for the typical section of Jingshi Road is carried out.It is proved that the reconstruction plan has played a positive role in reversing the decline in passenger flow and facilitating the establishment of public transit city.
