关于《上海市公路管理条例》修正研究的思考

Reflections on the Revision of Shanghai Highway Management Regulations

2020年10月1日,《上海市公路管理条例》第三次修正稿颁布并实施,这是关系到上海公路行业管理发展的重大事项,引起社会各界的普遍关注。通过梳理参与完成的《上海市公路管理条例》修改研究课题,结合上海公路行业管理部门的实践总结,在上海公路管理发展面临的新形势下,阐述《上海市公路管理条例》修正的必要性和可行性,从上海公路管理主体、“四好”农村路建设发展、公路管养新举措、超限运输治理、长三角区域公路一体化管理、公路信息化管理六个方面展开解读与分析。

On October 1,2020,the third revision of the"Regulations on Shanghai Highway Management"was promulgated and implemented.This is a major issue related to the management and development of Shanghai's highway industry,and also attracted widespread attention from all walks of life.By sorting out the revision research topics of the"Regulations on Shanghai Highway Management"completed by the author,combined with the practice summary of the Shanghai highway industry management department,under the new situation facing the development of Shanghai highway management,the author expounds the necessity of the revision of the"Regulations on Shanghai Highway Management".It will be interpreted and analyzed from six aspects:the main body of highway management in Shanghai,the construction and development of"four good"rural roads,new measures for highway management,over-limit transportation governance,integrated management of highways in the Yangtze River Delta region,and highway information management.
