战略思维是党的二十大精神的基本构成,也是习近平法治思想的方法论自觉。习近平法治思想的战略思维具体表现为对法治中国建设的前瞻谋划、价值引导、策略进阶、战略定力等,贯穿于中国特色社会主义现代化总体布局和“四个全面”战略布局中,不断充实法治内涵和校准法治轨道。战略需要战术的策略配合,法治中国建设需要“法治国家、法治政府、法治社会”一体建设的规划统筹。“一规划,两纲要”系统集成法治效能,多维统筹国家安全法治、涉外法治、生态法治、科技法治等领域法治,持续增进法治经济、法治社会、法治文化等活力与秩序的统一。

Strategic thinking is the fundamental component of the spirit of the 20th National Congress of the Communist Party of China,and it is also the methodological consciousness of Xi Jinping's rule of law,which is embodied in the construction of Chinese rule of law with forward-looking planning,value guidance,strategic advancement and determination.It runs through the overall layout of Socialist Modernization with Chinese characteristics and the strategic layout of the"four-pronged comprehensive strategy",constantly enriching the connotation of the rule of law and calibrating its track.Just like strategies need tactical cooperation,the construction of the rule of law in China needs the planning and coordination of the integrated construction of the law-based country,government and society.The"one plan,two outlines"systematically integrates the effectiveness of the rule of law,multi-dimensionally coordinates the rule of law in the fields of national security,foreign affairs,ecology,and science and technology,and continuously enhances the unity of vitality and order in the economic,social and cultural rule of law.
