日本公共图书馆无障碍服务的分析及启示

Analysis and Enlightenment of Barrier-free Services in Japanese Public Libraries

无障碍服务对于保障特殊需要人群平等参与社会生活的权利,获得公平合理的生存与发展机遇,以及提升整个社会的民主文明进程具有重要意义。公共图书馆是国家历史沿革及社会民主政治发展的重要产物,承担了服务社会的重要职能,其无障碍服务的程度显现出各个国家对社会公平正义的价值追求。论文在分析公共图书馆无障碍服务的生成性、规范性、协同性、循证性等核心特征的基础之上,通过系统梳理日本公共图书馆无障碍服务的演进历程,来剖析其无障碍服务物质环境、信息环境、队伍建设、宣传倡导等运行要素,并就日本公共图书馆无障碍服务的成效,从服务方式的可及性、服务内容的多元性、环境建设的科学性等方面来阐述对我国的启示。

Barrier-free services are of great significance for protecting the rights of people with special needs to participate in social life on an equal basis,obtaining fair and reasonable opportunities for survival and development and promoting the process of social democratic civilization.The public library is a key product of the national historical evolution and the development of social democratic politics,undertaking the great job of serving the society.The quality of the service shows the value of social fairness and justice every country holds.Besides systematically sorting out the evolution of barrier-free services in Japanese public libraries,this paper tries to explain the operating elements of its barrier-free service including material environment,information environment,team building,publicity and advocacy,and analyze its core features of generative,normative,synergistic,and scientific.The barrier-free service of public libraries in Japan should inspire the construction of public libraries in China:to refine the policies and regulations,improve the support system;strengthen the construction of environmental standards and improve the reading experience of readers with special needs;shift traditional service mindsets and create good atmosphere;clarify the responsibilities of service subjects,and build a high-quality public library service system.
