教育对口帮扶模式助力少数民族地区教育公平的调查研究——基于广东省对口帮扶林芝市的实证分析 被引量:1

摘要 促进教育公平作为我国的基本教育政策,是促进社会公平正义的重要途径。但由于地理和文化等因素的影响,以西藏林芝市为代表的西部少数民族地区的教育发展与内地发达地区相比还存在差距。为响应国家援藏号召,广东省开展教育对口帮扶林芝市。本研究通过构建横向研究模型及纵向研究模型进行实证研究,从教育起点、教育过程和教育结果三大维度深度挖掘教育对口帮扶模式对民族地区教育公平的影响。结果表明,教育对口帮扶模式促进林芝市教育公平成效显著,但在师资建设、教学过程和学校管理方面仍存在不足。基于此,研究提出以“起点公平”为基础确保教育资源的分配公平、以“过程公平”为核心确保教育实施的实质公平和以“结果公平”为目标确保教育成效的相对公平的策略。 As a basic education policy in China,promoting educational equity is an important approach to social fairness and justice.However,due to geographical and cultural factors,there is a gap between educational development in the western minority areas like Nyingchi in Tibet and that in the developed areas in the mainland.In response to the national call to assist Tibet,Guangdong Province launched educational partnership program in Nyingchi City.This study integrates a horizontal with a Longitudinal research paradigm to conduct empirical study,in an endeavor to analyze this program's impact on educational equity in ethnic areas from the three dimensions of educational starting point,educational process and educational results.Findings indicate that this program has made remarkable achievements in promoting educational equity in the City,but there have still been deficiencies in teacher construction,teaching process and school management.Thus,serving the end of better educational equity,the study proposes such measures as ensuring fair distribution of educational resources on the basis of starting point fairness,guaranteeing the equality in educational implementation centered on process fairness,and securing the equality in educational effects serving the end of consequence fairness.
