摘要
构建各级各类教育和培训的纵向衔接和横向沟通的终身教育资历框架、实现“三教”融合协同发展是我国教育发展的重大战略。探讨广东省终身教育资历框架引领的“三教”融合发展的生态系统、基础制度、治理模式及实践举措,内容包括以资历框架为标准、以学习成果认证制度为保障、以学习银行制度为运作平台的三位一体的“三教”融合发展生态圈,政府主导、多元主体协同推进基于资历框架的“三教”融合的治理模式,“三教”的信息融通、学分融通、课程融通、资历融通等创新举措。
It is a major strategy for China's education development to build a lifelong learning qualifications framework that connects all levels and areas of education and training,and to realize the integration and synergistic development of"three types of educations",i.e.,vocational education,higher education,and continuing education.This paper aims to explore the ecosystem,basic system,governance model and practical measures for the integrated development of"three types of educations"led by the lifelong education qualifications framework,and discusses the"three types of educations"ecosystem where qualifications framework is the standard,learning outcome certification system is the guarantee and credit bank is the operation platform.Moreover,it also explores an ecology for the integrated development of"three types of educations"and builds a governance model led by the government and supported by multiple parties,and some innovative practices such as the integration of information,credits,courses,and qualifications.
