社会组织参与乡村治理的必要性、主要困境及对策

党的二十大报告指出要全面推进乡村振兴,全面建设社会主义现代化国家,最艰巨最繁重的任务仍然在农村,而乡村治理是实现乡村振兴战略的关键一环。社会组织有效参与乡村治理是提供公共物品、倡导公共政策、建设社会资本、维护社会稳定的需要。近年来,乡村基层民主发展取得进展、乡村社会秩序不断优化、乡村移风易俗工作得到有效推进,社会组织在乡村治理中取得较为可观的成效。但当前社会组织在参与乡村治理的过程中,仍然还存在着法律规范不明确、资源配置不足、社会认同度不高、政社关系不对等诸多症结,针对这些问题,应当健全相关法律与规范、丰富社会组织资源配置、提升社会认同度、改善政社关系,促使社会组织有效参与乡村治理,促进乡村发展,实现乡村善治。

The report of the 20th CPC National Congress pointed out that in order to comprehensively promote rural revitalization and build a modern socialist country in an all-round way,the most arduous and arduous task is still in rural areas,and rural governance is a key link in realizing the strategy of rural revitalization.The effective participation of social organizations in rural governance is the need to provide public goods,advocate public policies,build social capital and maintain social stability.In recent years,the development of rural grass-roots democracy has made progress,the rural social order has been continuously optimized,the work of changing rural customs has been effectively promoted,and social organizations have achieved considerable results in rural governance.However,in the process of social organizations participating in rural governance,there are still many sticking points,such as unclear legal norms,insufficient allocation of resources,low social identity,unequal political and social relations,and so on.In view of these problems,we should improve relevant laws and norms,enrich the resource allocation of social organizations,enhance social identity,improve political and social relations,promote social organizations to effectively participate in rural governance,promote rural development and achieve good governance in the countryside.
