多种渠道增加中低收入群众要素收入的路径研究——兼评《西部边远地区农民土地财产权的实现问题研究》

土地财产权的实现,是增加中低收入群众要素收入的重要渠道。在增收理念上,土地财产是农村中低收入群众要素收入的基本来源;让土地财产权这一“沉睡的权利”转化为“苏醒的权利”,是从土地财产中获得收益的关键;土地财产权的实现需要针对性的实践路径。在增收思路上,农民土地财产性收入由“潜在”变为“现实”,需要以“主体功能区战略”破解“区域差距”难题,以“农业农村优先发展”破解“财力不足”难题,以“深化农村土地制度改革”破解“机制孱弱”难题,“提高农业科技成果产业化水平”破解“技术匮乏”难题。在增收措施上,多种渠道增加中低收入群众要素收入的实践路径主要是,基于“主体功能区战略”,实现欠发达地区土地价值增值;基于“农业农村优先发展”,夯实土地流转的财力支撑;基于“深化农村土地制度改革”,破除土地财产权实现的机制障碍;基于“提高农业科技成果产业化水平”,打牢土地收益的技术基础。

The realization of land property rights is an important channel to increase the factor income of low-and middle-income masses.In the concept of increasing income,land property is the basic source of factor income of low-and middle-income masses in rural areas,and it is the key to obtain income from land property to transform the"right to sleep"of land property right into"right to awaken".The realization of land property rights needs a targeted practice path.In the idea of increasing income,farmers'land property income has changed from"potential"to"reality",which makes it necessary to solve the problem of"regional gap"with the"strategy of main functional areas",the problem of a"lack of financial resources"through"giving the priority to the development of agriculture and rural areas",the problem of"weak mechanism"through"deepening the reform of rural land system",and the problem of"lack of techniques"through"improving the industrialization level of agricultural scientific and technological achievements".In terms of measures of income increasing,the practical ways to increase the factor income of low-and middle-income masses through various channels mainly include increasing the value of land in underdeveloped areas based on"the strategy of main functional areas",consolidating the financial support of land circulation based on"giving priority to the development of agriculture and rural areas",breaking down the mechanism obstacles to the realization of land property rights based on"deepening the reform of rural land system",and laying a solid technical foundation for land income based on"improving the industrialization level of agricultural scientific and technological achievements".
