Health economic evaluation on comprehensive intervention of HIV/AIDS among MSM in Shenzhen

目的 对深圳市MSM艾滋病综合干预项目进行卫生经济学评价,为进一步合理分配资源提供参考。方法 利用深圳市疾病预防控制中心相关数据及文献资料,运用成本-效果分析、成本-效用分析和成本-效益分析对MSM艾滋病综合干预项目进行卫生经济学评价。结果 2008-2019年,深圳市MSM综合干预项目投入经费合计为2 911.52万元,平均每避免1例HIV感染者的干预成本为701.51元;综合干预累计避免HIV感染人数40 560人,避免直接经济负担1 792 752.00万元;每避免1例HIV感染者挽回质量调整生命年(QALYs) 4.59年,总计挽回186 170.40个QALYs及国内生产总值(GDP) 2 976 864.70万元,综合干预项目每挽救1个QALY的同时可节省9.61万元。结论深圳市在MSM中开展的综合干预项目,投入成本低,产生的经济效益大,具有较高的卫生经济学价值,后续可进一步推广开展。

Objective The health economic evaluations about comprehensive intervention of HIV/AIDS among men who have sex with men(MSM)in Shenzhen were carried out,so as to provide reference for resources allocation more rationally.Methods The cost-effectiveness,cost-utility and cost-benefit of comprehensive intervention of HIV/AIDS among MSM in Shenzhen were analyzed by using the data from Shenzhen Center for Disease Control and Prevention and related literatures.Results From 2008 to 2019,a total of 29.12 million Yuan was invested in MSM comprehensive intervention project.Averagely,the cost of intervention was 701.51 Yuan for avoiding one case of HIV infection.There were 40560 MSM avoided being infected totally and 17927.52 million Yuan of direct economic burden was saved.The quality-adjusted life years(QALYs)resulted from avoiding one case of HIV infection was 4.59 years,and a total of 186170.40 QALYs and 29768.65 million Yuan of gross domestic product(GDP)were saved.One QALY saved can save 96100 Yuan via comprehensive intervention of HIV/AIDS.Conclusions The comprehensive intervention projects carried out among MSM in Shenzhen have lower investment costs,higher economic benefits,and higher health economic value.It is worthy of further promotion and development.
