小微工贸企业基层安全生产监管探讨——以广元市朝天区为例

以广元市朝天区小微工贸企业基层安全生产监管为例,从工贸企业基本情况出发,通过实地访谈、调查研究等方法,详细分析了近年来该区在小微工贸企业主体责任落实、监管责任落实等方面的情况,阐述了地方工贸企业存在从业人员不稳定、安全生产投入较薄弱、监管惩处力度不够大等问题难点,提出从发挥企业示范引领作用、加大宣传教育引导力度、分级分步落实属地监管、形成部门联合监管合力等方面着力,从源头和基础抓起,提高小微工贸企业基层安全生产监管水平,牢牢守住“安全生产”这根红线、底线、生命线。

Taking the grassroots safety production supervision of small and micro industrial and trade enterprises in Chaotian District,Guangyuan City as an example,from the basic situation of industrial and trade enterprises,through field interviews,research and other methods,a detailed analysis of the district in recent years in the implementation of the main responsibility of small and micro industrial and trade enterprises,the implementation of regulatory responsibility and other aspects of the situation.Explained the local industry and trade enterprises there are unstable employees,safety production investment is weak,supervision and punishment is not enough and other problems and difficulties,put forward from the role of enterprise demonstration leading,increase publicity,education and guidance,stepby-step implementation of local supervision,the formation of joint departmental supervision and other aspects of efforts,from the source and the foundation to improve the level of supervision of grassroots safety production of small and micro industry and trade enterprises,firmly guard the"production safety"the red line,the bottom line,the lifeline.
