城市生态系统生产总值核算技术方法及典型区域应用研究

摘要 本研究在借鉴国内外生态系统服务功能价值、环境质量价值评估和现有的生态系统生产总值(GEP)核算案例研究成果的基础上,立足城市生态系统特征,提出基于城市维度的GEP(下称“城市GEP”),构建城市GEP核算指标体系,明确核算技术方法。以深圳市盐田区作为典型区域开展城市GEP核算示范应用,对自然生态系统价值和人居环境生态系统价值进行量化评估。核算结果显示,深圳市盐田区2013年和2017年的城市GEP分别为1029.76亿元和1092.03亿元。与2013年相比,2017年盐田区城市GEP增加62.27亿元,年均增幅约为1.51%。通过城市GEP核算研究,将城市生态系统无偿提供的各类功能有价化,在使管理者和民众更加直观地认识生态环境资源价值的同时,也可以为生态审计、生态补偿和生态环境损害评估等提供技术支撑,为区域环境管理和决策提供依据。 According to the advanced domestic and global experience in ecosystem value quantitative research,on the deep analysis and conclusion of other recent GEP accounting cases,we established an accounting index system of urban GEP and presented accounting techniques on the basis of characteristic analysis of urban ecological system.We conducted application of urban GEP accounting in Yantian district of Shenzhen,as a typical area,and evaluated its natural ecosystem value and living environment ecosystem value quantitatively.Our results indicated that urban GEP of Yantian district in 2013 was 102.976 billion yuan,while in 2017 was 109.203 billion yuan.Compared with 2013,urban GEP of Yantian district increased by 6.227 billion yuan in 2017.The annual growth rate was 1.51%.The various functions provided by the urban ecosystem were valued through urban GEP accounting research.So that managers and public could more directly recognize the value of ecological resources,in the meanwhile,it could also provide technical support for the ecological audit,ecological compensation and ecological environment damage assessment.The study can do contribute to regional environmental management and decision-making.
