中国式现代化视野下文化产业数字治理体系的建构:逻辑理路与创新策略

The Construction of Digital Governance System for Cultural Industry under the Perspective of Chinese-style Modernization:Logical Reasoning and Innovative Strategies

文化产业数字治理体现了数字中国与数智治理的理念精神,契合中国式现代化的本质要求。文化产业数字治理体系是包含技术要素、信息要素、人才要素、制度要素、渠道要素五大要素的集成系统,整体呈现出技术驱动、主体协同、范式变化的核心特征。鉴于当下我国文化产业治理与发达国家的差距,瞄向提质增效全面发展的治理现代化目标,需通过策略创新进一步优化文化产业数字治理体系的建设:一是筑牢技术基础,包括数字技术自主建设与要素禀赋升级重组;二是激活治理主体,需要深化政企合作,完善多元共治结构;三是稳固制度设计,深化管理体制创新、法制精准供给与产业标准化建设。

Digital governance of cultural industry embodies the conceptual spirit of digital China and digital intelligence governance,and meets the essential requirements of Chinese modernization.The digital governance system of cultural industry is an integrated system containing five elements:technology,information,talent,system and channel,and the whole system shows the core features of technology-driven,subject synergy and paradigm change.In view of the gap between the governance of China's cultural industry and that of developed countries,and aiming at the modernization of the governance to improve quality,increase efficiency and develop comprehensively,it is necessary to further optimize the construction of the digital governance system of the cultural industry through strategic innovations:firstly,to cast a firm technological foundation,including the construction of digital technology autonomy and upgrading and restructuring of factor endowment;secondly,to activate the main body of the governance,which needs to deepen the cooperation between the government and enterprises,and improve the structure of multi-dimensional co-governance;thirdly,to stabilize system design,to deepen the management innovation,legal precision supply and industrial standardization.
