司法行政戒毒系统组织文化的建设路径研究

Research on the Construction Path of Organizational Culture in the Judicial Administration Drug Rehabilitation System

戒毒工作随着法律、科学和社会的发展,被赋予了新的使命和职责,需要与之适应和促进戒毒工作发展的组织文化。司法行政戒毒系统组织文化的内涵有三个层次——理念层、制度行为层、符号层,五种价值关系——政治、行政、道德、知识、经济。文化既有自我演变的特性,也可人为干预进行改革,要对司法行政戒毒系统面临的机遇和挑战进行分析,抓住变革的痛点和推动着力点。在此基础上,针对性地构建分层式多维视角的构建路径,即重视理念层的价值塑造、构建相匹配的制度和流程、做好文化物化物的设计利用、搭建适应外部环境的纽带桥梁。

With the development of law,science,and society,drug rehabilitation work has been given new missions and responsibilities,which need to adapt to and promote the organizational culture of drug rehabilitation work.The connotation of the organizational culture of the judicial administrative drug rehabilitation system has three levels-the conceptual level,the institutional behavior level,and the symbolic level,and five value relationships-politics,administration,morality,knowledge,and economy.Culture has the characteristics of self evolution and can also be reformed through human intervention.It is necessary to analyze the opportunities and challenges faced by the judicial administrative drug rehabilitation system,and seize the pain points and driving forces of change.On this basis,a layered and multidimensional perspective construction path is targeted,which emphasizes the value shaping of the concept layer,building matching systems and processes,designing and utilizing cultural objectification,and building bridges that adapt to the external environment.
